"Why simple ...?" RE: Immigration

The President and too many in the Congress appear, as to the proposed immigration bill, to be following the old maxim: "Why simple, when with a little effort, it can be made so beautifully complicated?" They also attempted to do so in the face of the People's anger over their "Monica Lewinsky" like servicing of those few individuals in the USA who make a lot of money, shared with some politicians, by the use or abuse of illegal immigrants.

Let me offer a much simpler solution: Enact any form of guest worker and immigrant naturalization plan as is acceptable to the Congress; But, make the administration of it, on a year-by-year basis, subject to the annual and sworn oath of the President and annual certification by two-thirds of each House of the Congress that the Borders of the USA are effectively sealed against illegal immigration.

Or, is that too simple and too much in accordance with the wishes of the voters of the USA for the bought or leased politicians (And their buyers) to be passed into law and enforced?
