Mr.
James R. Clapper was a general, is our nation's intelligence chief and
appears to be a liar. He also is another advocate for limiting the
constitutional rights (Especially as to the Fourth Amendment) of
citizens.
He also is in favor of uncontrolled government "snooping" into the private communications of citizens outside of the Fourth Amendment's protections against unreasonable searched (ie Without a judicially issued warrant based on probable cause to believe a crime has been committed and the target of any proposed search contains named evidence as to such a crime.

He has forgotten or is ignoring that In “striking a balance” as to national security and citizens'
rights he and all others might recall the following ancient and more-modern quotes.
”MALO PERICULOSAM
LIBERTATEM QUAM QUIETUM SERVITIUM “
“QUIS
CUSTODIET IPSOS CUSTODES?”
“The
strongest reason for the people to retain the right to keep and bear
arms is, as a last resort, to protect themselves against tyranny in
government” (This last quote is from President Thomas Jefferson who, I suspect, was aware of the other maxims.)
