The general solution to racial hate and distrust is theoretically simple. Let all treat every adult (Age 13-years and above?) they meet as a Lady or Gentleman, with the full courtesy such titles imply---Unless their behavior is negative and such as would required them to "only" be treated as human beings.
If bad behavior continues beyond that point, such critters should then be treated as targets.
