First Restore Order

In the case of riots the police (Or National Guard) have an absolute duty to immediately shoot-down, without warning, rioters who are armed OR are in the process of committing arson or physical attacks on others. Such critters present "a clear and present danger of death or great bodily harm to others". (ie In the case of charging mobs, volley fire is recommended!)

 If the civil/military forces/authorities will not take such immediate and effective actions, it is then the right AND duty of the "General Militia" (ie All citizens, over 18 years-of-age, capable of bearing arms) to do so!

Police and the National Guard are under the exact control of mayors and governors. In those cities and States where mobs are most out-of-control mayors and governors are members of the "Democrat Socialist Fascist Party" who: Have joined in that Party's efforts to destroy the USA as the exceptional nation is is OR was; And, will not allow police or Guard troopers to immediately, and without warning, shoot-down those criminals who "Present A Clear And Present Danger Of Death Or Great Bodily Harm To Others" by being armed OR are involved in arson or physical attacks on others.

Federal OR "Federalized National Guard" troops will, I hope, protect our fellow Americans by doing so.
