Cuomo, State's Rights & State' Duties

Although I dislike stating so, I do agree with New York' Governor Cuomo's defense of the Tenth Amendment to our Republic's Constitution
as to "States Rights"---Within the meaning intended by the patriot Founders of our nation. (He should: Note the "...or to the people"
part of that provision AND defend the Second Amendment as also defined by those Founders).

After all, the 50-States (And other jurisdictions of the USA) each have, often different, problems. They must be free to exercise such powers
as, independently, address those disparate issues/needs as is, most specially, evident in this time of "The Chinese Virus".

My position is that such an exercise of power requires the like, independent, execution of duty. 

In the case of Federal assistance to counter that virus, Governor Cuomo must spend many hours less talking, talking and even more 
talking (ie Whining and sniveling) about the need for more Federal spending for New York State. He must look for such funds within the
Empire State to provide such moneys. I suggest he might well find those funds by:
1. Reducing the number of bureaucrats within NYS's public universities by 50%;
2. The reduction of each class of the three highest pay-grade employees in all, other, state agencies by 20%;
3. Removing State Police staff from its attempts to suppress the (Federal) Second Amendment and individual rights of law-abiding
citizens;
4. Eliminate all (ie Unconstitutional) "Affirmative Action Programs";
5. Inform the Federal Government that it will NOT accept any more, job-stealing and likely disease-bearing, illegal immigrants AND
enforce that policy by arresting such expelling them from NYS; And,
6. Other like, perhaps Draconian, methods.
